Further article on losing Net Neutrality:

Another thoughtful thing they did, which is mainly responsible for the Internet's success (in my opinion), is make it possible for any packet of information to go anywhere on the net, with all packets given equal preference. This makes it so that anyone can post information, and anyone else can access it. [Wired]

It's not a case of just charging more for your dial up connection, it inspecting every packet from everywhere and then deciding whether it should be forwarded based on who sent it and how much they've paid. When you pay your 30, 40 , 50 dollars a month it includes money paid by your ISP to connect to the internet through t1 lines or t3 lines. It would be like having to buy a jewel case for each 10 songs you purchase on-line, and oh by the way you may make the purchase and it could take several days before the download completes unless our music download site pays extortion money.
